"Green pastures" (ne'ot deshe) in arid Israel were rare and precious — they required a shepherd who knew where to find them. "Quiet waters" (me menuchot) literally means "waters of rest" — still pools rather than rushing streams, because sheep are afraid of moving water and will dehydrate rather than drink from a fast current.
